Edit scanned pdf is the #1 frustration after "free pdf editor." A scan is an image. Edit existing text in pdf only works on native text PDFs. For scans you need OCR or overlays.
Paths that work
- OCR pdf editor path - run OCR -> searchable PDF -> copy text / search (Pdf Buddy OCR).
- Overlay path - add text to pdf, whiteout, stamp signature on top of the scan.
- Convert scanned pdf to editable word - OCR then export; expect cleanup.
